N V Modak was a Special Engineer in the Bombay Municipal Corporation who along with Albert Mayor, an American town planner and at that time a consultant to BMC published their ‘Master Plan in Outline’ in the year 1948 and looked into issues such as the development of suburbs and housing, traffic and industrial dispersal. Although the Outline as such had no legal backing but many of the proposals were later included in the planning documents.

He was also the person responsible for the BMC taking up the Vaitrana Tansa scheme rather than Bhivpuri-Lonaval scheme that was proposed by Claude Inglis, a hydraulic and irrigation expert at that time for provision of drinking water to Bombay.
