Nagari Nivara Parishad was a result of a conference that was organised on 15th November 1981 at Goregaon where hundreds of slum dwellers came together to demand land from the State Government under the Urban Land Ceiling Act. It was declared in the conference that "We do not want it free as charity; we will construct our own houses". The Parishad was registered under Mrinal Gore, P B Samant, Kamal Desai and others who were active as socialists and members of various factions of Janata Dal.
