In Urban Planning the idea of Garden City was initiated by Ebenezer Howard in the year 1898 in United Kingdom. Garden Cities as envisaged by him were new, self contained towns, small in size and separated from the existing urban units by a belt of green zone and having a diversified industrial, social and cultural structure.

In Bombay, the Garden City approach to town planning was applied while developing Chembur and Khar by the Bombay Development Department during the 1920s.
