Sadashiv S Tinaikar was one of Bombay's boldest and best remembered municipal commissioners. He was regarded for his integrity and commitment to public projects, even standing up to politically powerful people.

The Tinaikar Committee report on slum rehabilitation (1997) Report exposed the nexus between Bombay's real estate lobby and the political-bureaucratic lobby which, in the guise of rehousing slum dwellers, were usurping public land.

Tinaikar was considered as an officer in the tradition of GB Pimputkar, JB D'souza, and a handful others who were known for their forthright views, unflinching dedication to the people, and ability to take on their political bosses in public interest, and their uprightness. This tradition is on the decline.
