Prabhakar Kunte was the Minister of Housing of State of Maharashtra and the person behind the first slum census that was carried out in Bombay in the year 1976 and photo pass was issued to the slum dwellers. He was an active member of the Congress Party and also a trade unionist.

In the year 1987 he filed a petition against Bal Thackeray which debarred him from voting for six years for seeking votes in the name of religion.
