			Navi Mumbai proposed a mass shift of city operations, including the seat of government, across the harbour to reduce density in the Island city. This shift never took place, but slowly parts of Navi Mumbai got developed around areas such as Vashi, CBD Belapur, Khargar, Ulwe, Seawoods, Khopar Kairane and Airoli, under the planning authority CIDCO.


			In 1985 Correa had designed housing at Belapur in Navi Mumbai, using low-rise and incremental development principles. This was not followed elsewhere in Navi Mumbai.
